<description>Once you have set the topiclock on in your channel, check the flags of those who have access. &amp;nbsp;Be sure only those you want to have access to changing the topic have the t flag in their access flags for your channel. &amp;nbsp;To check who has what flags in your channel, use the command:&lt;br /&gt;
&lt;br /&gt;
/cs flags #channelname list&lt;br /&gt;
&lt;br /&gt;
Example: &amp;nbsp;/cs flags #Joes_Hideout list&lt;br /&gt;

<description>If the LIMITFLAGS option is set for the channel, this is restricted further, see help for SET LIMITFLAGS. If you do not have +f you may still remove your own access with -*.&lt;br /&gt;

with caps it gives the user auto function while flags with lower case give the user abilty to use flags on another.&lt;br /&gt;
Syntax: FLAGS &amp;lt;#channel&amp;gt; [nickname|hostmask|group template]&lt;br /&gt;
Syntax: FLAGS &amp;lt;#channel&amp;gt; [nickname|hostmask|group flag_changes]&lt;br /&gt;
Permissions:&lt;br /&gt;
+v - Enables use of the voice/devoice commands.&lt;br /&gt;
+V - Enables automatic voice.&lt;br /&gt;
+h - Enables use of the halfop/dehalfop commands.&lt;br /&gt;
+H - Enables automatic halfop.&lt;br /&gt;
+o - Enables use of the op/deop commands.&lt;br /&gt;
+O - Enables automatic op.&lt;br /&gt;
+a - Enables use of the protect/deprotect commands.&lt;br /&gt;

MLOCK (or &amp;quot;mode lock&amp;quot;) allows you to enforce a set of modes on a channel. This can prevent abuse in cases such as +kl. It can also make it harder to fight evil bots, be careful. Locked modes can be seen by anyone recreating the channel (this includes keys).&lt;br /&gt;

ie; /cs set #Friends founder Immortal&lt;br /&gt;
&lt;br /&gt;
There will be another step before the founder changed&lt;br /&gt;
&lt;br /&gt;
Some notices will appear at console/status&lt;br /&gt;
&lt;br /&gt;
(17:19:59) ChanServ [services@icq.com]: Immortal can now take ownership of #Friends.&lt;br /&gt;
(17:19:59) ChanServ [services@icq.com]: In order to complete the transfer, Immortal must perform the following command:&lt;br /&gt;
(17:19:59) ChanServ [services@icq.com]: &amp;nbsp;&amp;nbsp;&amp;nbsp;/msg ChanServ SET #Friends FOUNDER Immortal&lt;br /&gt;
(17:19:59) ChanServ [services@icq.com]: After that command is issued, the channel will be transferred.&lt;br /&gt;
(17:19:59) ChanServ [services@icq.com]: To cancel the transfer, use /msg ChanServ SET #Friends FOUNDER libra&lt;br /&gt;
&lt;br /&gt;
After you see these notices, the new founder need type:&lt;br /&gt;
&lt;br /&gt;
/cs set #channel founder nickname</description>
