Well sending out a global notice spamming your server is spamming your server. Doesn't matter if you think that is what spamming is or not. You also sort of stopped being ircops the day you decided to...quit being ircops, everyone knew the admin didn't care.
And yes, I do think other networks would allow you to send your friends messages with links to other servers. Have you tried it to know different?
